Langkawi, 22 May 2025 – The Ministry of Defense (MINDEF) Malaysia has inked a series of high-value Defense agreements worth over RM11 billion at the Langkawi International Maritime and Aerospace Exhibition 2025 (LIMA’2025),
Aimed at enhancing the operational readiness and capabilities of the Malaysian Armed Forces (MAF), the agreements were formalised during the MINDEF Contract Signing and Document Handover Ceremony, officiated by the Minister of Defense, Dato’ Seri Mohamed Khaled Nordin.
The event marked the signing of 40 Letters of Acceptance (LOA), two Letters of Intent (LOI) valued at over RM30 million, and six Memoranda of Understanding (MoU) with strategic partners. An additional 45 procurement contracts, each valued between RM10 million and RM30 million, had been signed earlier.
One of the key deals currently under negotiation involves the procurement of 136 Armoured Type A Vehicles (Kenderaan Jenis A or KJA) from Mildef Technologies Sdn Bhd, a domestic Defense manufacturer. Valued at RM1.8 billion, this project includes infrastructure development and underscores MINDEF’s focus on both military readiness and local industry development.
In the maritime domain, the Royal Malaysian Navy (RMN) is prioritising vessel acquisition and fleet sustainment through lifecycle maintenance, refit, and obsolescence programmes. These initiatives, supported by Industrial Collaboration Programs (ICP), are expected to boost local technical expertise and enhance knowledge transfer through joint maintenance arrangements.
To ensure national airspace security, the Royal Malaysian Air Force (RMAF) is expanding its long-range air Defense and detection systems.
MINDEF is also strengthening sustainment operations with systematic spare parts procurement. In light of budgetary challenges, the Ministry is exploring cost-effective alternatives, including aircraft leasing and life-extension programmes, to maintain high levels of air readiness.
Beyond hardware, MINDEF reaffirmed its commitment to personnel welfare with the planned construction of a new Armed Forces Hospital (94 HAT) at Kem Terendak, Melaka. The new facility will replace the current hospital, operational for over 50 years, and will feature modern infrastructure and state-of-the-art medical equipment to better serve MAF personnel and their families.
In line with global Defense trends, MINDEF is also investing in the research and development of advanced Defense assets, including technologies powered by Artificial Intelligence (AI). These efforts aim to produce next-generation capabilities that exceed current market offerings and position Malaysia’s Defense industry on a competitive global footing.
The agreements were signed on behalf of the Government by the Secretary General of MINDEF, Datuk Lokman Hakim Ali, and witnessed by the Chief of Defense Force, General Datuk Hj Mohd Nizam bin Hj Jaffar, and Deputy Minister of Defense, Adly bin Zahari.
Also in attendance were senior Defense officials, including the Chief of Army, General Tan Sri Dato’ Wira Muhammad Hafizuddeain bin Jantan, Chief of Navy, Admiral Datuk Dr. Zulhelmy Bin Ithnain, and Chief of Air Force, General Tan Sri Dato’ Sri Mohd Asghar Khan bin Goriman Khan.
LIMA ’2025 continues to serve as a premier platform for Malaysia to strengthen its Defense posturewhile promoting innovation, strategic partnerships, and local industrial growth in the Defense sector.
